Clarence Houston Scruggs, Jr. , 96, a U.S. Navy retiree, who served in a variety of special assistant roles in the White House administrations of five Presidents, died July 14, 2013, in the Willow Valley Retirement Communities, Willlow Street, PA , where he had lived since 2005.
Born Sept. 4, 1916 in Martinsburg , West Virginia, Mr. Scruggs was the son of the late Edith and Clarence Scruggs, Sr. He joined the Navy shortly after attending and playing football in the Martinsburg High School Class of 1935 and at Potomac State College (now part of West Virginia University). Given a high school graduation gift of Washington Redskins tickets, he remained an enthusiastic Redskins season ticket-holder and fan throughout his life.
During his 26-year Navy career, he became one of the first five E-9 Super Master Chief Petty Officers. He was assigned to the White House Naval Staff which led to a variety of direct services for Presidents Nixon, Ford, Carter, Reagan and Bush. After his military retirement, Mr. Scruggs was named Special Assistant to the President during the establishment of the Cost of Living Council. He retired from the Department of the Treasury as Communications Manager and Emergency Planning Officer for Treasury and The White House.
Mr. Scruggs was a 70-year member of Equality Lodge #44 AF&AM, and a 32nd Degree Scottish Rite Member in Martinsburg, WV. He also was a member of the Osiris Shrine Temple in Wheeling, WV. He was active in several roles with the National Association of Federal Employees.
He is survived by his second wife of 32 years, the former Edith A. (Becky) Mixon. After the death of her mother when Becky was age 2, she went to live with her aunt, Edythe Brown, and was raised in the York, PA area as Becky Brown.
Predeceased by his first wife, Dorothy Rae Anderson Scruggs, his daughter, Vicki Rae Neri, and his son-in-law, Joseph Neri, Mr. Scruggs is also survived by two grandchildren and their spouses, Treavor Meade and his wife Stacey of Columbia, SC, and Kelly Kathleen Procopio and her husband Joseph of Denver, Colorado. He is also survived by two great-grandchildren, three step-great-grandchildren and many nieces and nephews.
Services for Willow Valley residents will be held at 10:30 A.M. Saturday, July 20, in the auditorium of Willow Valley’s Spring Run Community. Interment will be in a family site at the Rosedale Funeral Home and Cemetery in Martinsburg, WV, July 22.
